What's up with the big crossbow in the State Missile Trooper box? I thought maybe it was a crank or something to load the crossbow, but looking at it more it looks like a multishoot crossbow of something.

They can definitely get away with not having that for weaker effects but I'm not sure how else they can write the rules to minimize that kind of thing from happening, since they clearly aren't interested in hotfixing with active regular updates to rules. The other option would be 40k's "rule of 3" which I don't love either because while spam lists suck, 3 unit max is too limiting and you can have more than 3 low points units and not have it be a spam list.
