I feel like Werewolf as a splat should be changed into "Shapeshifter" or some such. Give people the option to play as whatever & focus on unlocking different forms. Like, I don't see a lot of differences between a werewolf or werelion other than cultural ties & i think it would be cool to have shapeshifting more developed where players & ever the tribes/metaplot/npcs are seeking different forms as a way to gain power or advantage, & you could even have "legendary" or "mythic" forms, like maybe your character after much soul searching & questing unlocks a Unicorn shapeshift or a Dragon one, maybe there's even subsets of regular shapeshifting like "shadow wolf form". Maybe even developing shapeshifting into non-living forms like having your wolf become swift wind or soft rain.
