At least in my opinion.This should give you some good degree of expectations. You can also look into the Kingmaker AP (and corresponding homebrew adjustments because the 2e Kingdom Management rules are legit untested and poorly designed) for additional resources in large-scale bastion management. You can also look into the Captain archetype for scaling humanoid companion rules, in case you want some guidelines on building officers.
