As for flashbacks, it's really down to what they are supposed to give context to, that decides their placement in the arc. In the case of Brook, we needed context to his relationship with laboon, so we did not need to hear about it until after the arc finale. Now with Loki, we're getting context before the final showdown with the GK and Imunko. So we're getting it mid arc. Sounds more like your gripe is with the concept of flashbacks in general.

Naruto lives vicariously through Sakura, that's why Sakura's manipulative confession blew up so spectacularly on her. The thing Naruto found he liked about Sakura, which he understood by chapter 3, is that she unapologetically loves and pursues Sasuke in only a shameless way that a girl can. Once Sakura throws that away in the 5KS arc, for a lie no less, he stops seeing himself in her and acknowledges that the promise he made to her before the Sakuke retrieval mission was for himself, not her. Notice that Sakura picks up on this dynamic only subconsciously because the few times Naruto brings up them going on a date she doesn't get flustered because she knows on some level that it doesn't mean anything to Naruto. Any romantic avenue hits a wall where Naruto's interest in Sakura is a mirror not a future he envisions with her.
